So our organization decided to use the Windows 10 Hello, which requires a PIN setup. We have one computer, when the user logs in, it automatically goes to the Windows Hello PIN setup, which is fine. They do the authentication, then click next to go to create the PIN. But then the screen seems to hang as the PIN entry dialog box doesn’t show up, just a bunch of spinning dots, like the computer is processing something. It never goes beyond that even if someone else logs in and tries the same thing.
But for some reason, I found that the PIN dialog box show ups in the background and I can’t get it to come to the foreground. I figured this out because I hit the alt+Tab keys and it showed previews of what open. So the PIN dialog box is there, but if I click on it to make it come to the foreground, it just stays in the background. The Windows Hello set up screen takes up the whole display, but on every other computer the dialog box pops up in the foreground to enter the PIN. Because the Windows Hello screen takes up the whole display, can’t get to the Start menu or anything else, not even Task Manager comes to the forefront. Everything opens up in the background behind the Windows Hello screen. Any ideas how to fix that issue?

https://appuals.com/windows-10-stuck-in-welcome-screen/ Some say that those commands work. Others say that they don't.
