This particular issue is driving me nuts.
I have scoured the net for answers, but none that I have found seem to work for me.
I have a game, which refuses to update correctly.

There are files/folders in the tree, that refuse to let themselves be deleted or renamed by me.  Keeps coming up with 'You need administrative permission to do so'.
Just to be clear - I AM the owner of the entire file structure, have full administrative rights and permissions.  UAC ist pretty much off.  And yet I still am unable to do it.
Log on as Àdministrator does not work either.
The only way I could manage to rename a file in the end, was to do it in safe-mode - which again makes me wonder if the files/folders are being held open by some process...
Enter process explorer and file unlocker - both show nothing - No processes holding the files/folders in question open, nothing locked.

In fact I've just tried to delete something again as I write this,
it tells me:
You need permission to perform this action
You require permission from VORDEFINIERT\Administratoren to make changes to this folder

Vordefiniert is German and means as much as predefined - I'm already in the Administrators group, so I'm not sure what to make of that...

Any ideas would be gratefully welcomed.
Look forward to hearing from you
Cheers

Hmmm - no one?  I see from searching with Google, that I'm not the only one - seems to happen quite a bit...  Just haven't found a solution yet..

You can use process explorer to see which process keeps the file in use. If not, I have found that mirroring an empty folder with robocopy usually gets rid of anything in the folder.
