I have log into Group Policy Management verify on the delegation groups who have access to.

Then I log into Active Directory to verify the accounts that are able to access Group Policy Management.

Check there Member Of groups and no groups were listed as Administrators, Domain Admins, Enterprise Admins, & System.

However a few accounts are able to access into Group Policy Management and make changes?

Well, your screenshot only shows the "Link GPO" permission. Maybe those other users are assigned other permissions?

I guess may questions is harden Group Policy Management to only allow Administrator, and Domain Admins, and Enterprise Admins to access and make changes to GPOS?
