Obviously, we can add Windows 10 Pro to a Server 2012 R2 domain.  But does Server 2012 R2 have the Group Policy juice to manage Windows 10 or do we have to have a Server 2016 DC for that?  I'm asking because 10 has been out for so long I'm sure businesses would love to be able to manage it.

How far off am I?

to have the new GPO settings, you need to add the ADMX files from a Windows 10 workstation (found in c:\Windows\PolicyDefinitions or downloaded from https://www.microsoft.com/en-US/download/details.aspx?id=48257) to the Central Store (\\yourdomain\sysvol\yourdomain\policies\PolicyDefinitions, if you have one) or to the local adm store on the machine where you edit them. The OS version of your DCs has little to do with that.
