I have an Exchange 2013 VM that cannot reach https://localmachine/ecp.

I can see I'm connected through the power shell CLI and the commands work on the instance to an extent.

More to come.  Later tonight.

just to make sure: you mean localhost, right? Does it work if you address the machine by FQDN?

Sometimes its the firewall.
Sometimes IIS doesn't start properly.
Sometimes its a .NET framework issue
Sometimes time drift between the Exchange Server and the DC.

I'm connected and I'm able to create mailboxes in Power shell.

This is what I get for getting away from Exchange for a while.
