I created two test GPO and they do not work.
 One was just a .bat file that would say Hello World.  The other was to uninstall software.

They both work when try to run them by right click and run.  We have other GPO on our domain that work fine, but i think something is wrong with anyone creating new GPOs.

What can I do to verify a GPO is not being applied?

You could try visiting these links for using the utility GPRESULT.exe.  Easiest is to send the output to a text file which is explained in the second link.
