Anyone have any ideas?  This is one of the weirdest things I've seen.

Nope sorry.

I tried the Office 365 deployment tool and that was Great
So now I use field engineers.

How the heck are people making their images if not with imagex or powershell capture?

There seems to be a certain amount of "sure the end user will do it"
Based on the O365 pushed updates, sure it will be grand!
Once it's in there it will get licensed.
And there will be a bunch more gentle sprinkling of click here to do x,y or z and sure we'll install O365 as well.

Users would need admin rights to install it.  Who the heck is giving their users admin rights?

Ah now.
That's the next conspiracy theory exposed....
Why do so many other things need it.
Like Azure Client to site VPN
